There have already been a lot of litigation over in the US with one case where consumers won overturned in California. In the US there has been a lot of litigation state to state but you have to remember that you have federal, state and local laws to contend with.
I'm not aware of any internet based forums as yet specifically for the reclaiming of charges(it's untapped water at the minute).
