Southern Electricity gives £900 bill to householder
A leaseholder with Tower Homes was given a £900 bill over two quarters. The first bill was £700 for one quarter and a couple of days later, another bill arrives for £200 for the following quarter.
The leaseholder is prevented from accessing her meter by Tower Homes because it is in a locked cupboard where a communal metre is also situated. It would appear that the communal meter is connected to the leaeholder's meter otherwise there is no reason for this exhorbitant bill.
Every effort to have the matter resoled has proved fruitless as Tower Homes has not cooperated. The leaseholder is in a dilemma as while she has refused to pay the bill which is clearly not hers to pay, she is afraid that Southern Electricity board might cut her off and then she would be required to pay £150 for reconnection.
Any solution to this impasse?

Have you actually asked Tower for access to the cupboard ?
Is the bill from Tower or Southern?
Southern must have access to the cupboard to read the meter, so write to them and explain situation and ask for their help in taking a meter reading.
Failing that, you will have to make legal threats against Tower.
